アメリカ国防予算経理局

アメリカ国防総省国防予算経理局 (Defense Finance and Accounting Service、DFAS) はアメリカ国防総省 (DOD) の一部局で、本部はインディアナ州インディアナポリスにある。1991年に設立され、経理担当国防次官の指揮・統制の下で国防総省の財務管理、経費削減を担っている。国防予算経理局は軍人、従業員、取引先、委託先に対するすべての支払いに責任を負っている。また、国防総省の上層部に財務・会計情報やビジネスインテリジェンスを提供するほか、年次財務諸表の作成や、国防総省の財務および会計要件、機能、プロセス、運営およびシステムの統合、標準化、および近代化を担当している^[2]。

国防予算経理局の職責のうち、最も目立つものは軍の賃金支払いに関することである。国防予算経理局は、国防総省に所属するすべての軍人・文民への給与および退職者・年金受給者への給付の他、国防総省の委託業者や納入業者への支払いを行っている。また、電子政府イニシアチブにおいて国防総省以外の利用者へのサポートも行っている。その対象には合衆国大統領行政府やエネルギー省、退役軍人省、保健福祉省やアメリカ合衆国放送理事会などが含まれる^[3]。

国防予算経理局は、連邦政府の直接歳出ではなく、連邦政府機関 (主に陸・海・空軍省) からの資金拠出によって運転資本を賄うファンドの形態になっており、世界最大の財務・会計業務機関でもある^[3]。

DFASは、2016会計年度に以下の会計手続を行った^[3]。

• 64万口座、1億2240万件の給与支払
• 580万件の旅費精算
• 1170万件の請求書払い
• 1億5180万件の総勘定元帳勘定
• 8990億ドルに上る退役軍人給付・保健基金の管理
• 5345億ドルの会計支出
• 4790億ドルの対外有償軍事援助の管理
• 1,359件の国防総省の歳出項目管理
